Getting started costs the most at exactly the moment you have the least. The starter discount takes $500 off a Launch build for businesses that qualify. You still own the site outright from day one, and you still pick your own ongoing plan afterwards.
You qualify if you have been in business under two years, or this is your first professional website. The discount applies to the build only, and requires starting on Keep Up Standard or higher and staying for twelve months.
